Kentucky Rural Development Mortgage Guide 


30 year fixed rate only for Purchases and Existing USDA loans Refinances.
Zero down Mortgage loan with no loan limits in Kentucky for USDA Rural Housing Loans
Upfront funding fee is 1.0% and annual mi fee is .35% (very low compared to FHA)
Typically cannot own other real estate. There are exceptions to this.
You do not have to be a first-time home buyer in Kentucky
Can refinance existing USDA loan as long as lowering rate by 1% and can do without an appraisal. There are overlays to this by lenders.
Closing costs and prepaids can be paid by seller but must be put into contract
Closing costs may be financed into the loan up to the appraised value.
You will need two credit trade lines reporting at least for 12 months on your credit file. They don't have to be open and active. Just reporting on your credit report.

All Guaranteed Mortgage Loans are ran through GUS. GUS stands for the Guaranteed Underwriting System. USDA and their underwriters use this system to pre-approve you. They review credit score/history, income, debt to income ratio and assets to determine your loan eligibility. If your credit score is below 640 or your debt to income ratio is over 45%, it will get a refer and you will find most lenders will not approve the loan.

Some lenders will do a credit score down to 600, but they will want a lot of documentation to overturn the refer and compensating factors for the lower credit score. They typically will need to verify rent for last 12 months, with no lates, cash payments are not acceptable, and debt to income ratios are set at 29% and 41% respectively. Reserves are typically helpful too on lower credit scores, so keep in that in mind, if you have money in a savings account, for a rainy day fund, this will help sometimes get the loan approved.


If you have access to 20% down payment you cannot use the USDA Program. Money in a retirement account does not account toward the 20% rule. 


Properties must be located in an eligible area of Kentucky. Typically the large metro areas of Kentucky including the following: all of Jefferson County, all of Fayette County, Owensboro, Paducah, Hopkinsville, Bowling Green, Richmond, Frankfort and Northern KY cities of Covington, Florence, Erlanger, Beechwood, Richwood are not eligible

Some More Facts about a Kentucky USDA loan:



It's a two step approval process. The chosen USDA lender must first underwrite the file and get it approved based on the income, assets, and credit report submitted. Then, the lenders must submit to USDA for a "conditional commitment". This conditional commitment is the final loan approval paperwork you are looking for.

Even though the lender may have approved the file, it still must go to USDA office in Lexington for an assignment to SFH underwriter for the final approval process. They typically are checking the appraisal and income at this stage. There have been instances where the lender would approve the file but USDA would not due to appraisal issues or income and job history.

This is very rare instances, so keep that in mind when it comes to final loan approval.

This two-step approval process usually adds 4-6 days to the final loan approval process, so keep that in mind when you are writing up your contract because it takes a little longer to close these loans vs FHA, VA, and Fannie Mae loans.


Well Test Treatments: Properties with a well as the primary drinking source will require a well water test. There are local labs to perform this test and the water must pass.


Septic Test: Sometimes they will require the septic tank to be inspected if called for in the appraisal report or home inspection.


Older Homes: As a general rule, USDA does not like homes older than 100 years old. They will sometimes require a home inspection in addition to the mandatory appraisal on older homes.


USDA Loan After a Short Sale: A short sale is not the end of the world. So it is very possible to obtain a USDA loan if 3 years have passed after the short sale. But a buyer would need re-established good rent and other credit history.


Bankruptcy and Foreclosure: If the mortgage debt that was foreclosed, was included in a Bankruptcy – then the USDA Home Loan waiting periods after foreclosure “waiting period” of 3 years, starts from the date of the discharge of the Bankruptcy. Because it can take 6 months or more for Banks to process the Foreclosure, and transfer title, this is a tremendous plus.

How to Qualify for a Rural Housing USDA Loan in Kentucky?


 What is a Kentucky USDA Rural Development loan?

The Kentucky USDA loan program is a mortgage offering backed by the United States Department of Agriculture. More formally known as a USDA-RD loan - the RD short for "Rural Development" - this mortgage product is geared toward families who plan on buying in a rural neighborhood.

Rural home loans are designed to provide low- to moderate-income families with more of an opportunity to buy a home at an affordable price.


What are the main advantages of a Kentucky USDA Rural Housing loan?

No down payment loans. Kentucky USDA loans have fixed interest rates and are typically sold in 30-year increments only.

Closing costs can be arranged so that they're included in the financing or paid in full or in part by the seller or included in the loan amount if the home appraises for more than the sales price. For example if you purchase a home for $100,000, and the home appraises for $105,000, you could potentially finance the closing costs and prepaids on the higher appraised value vs the lower sales price difference of $5,000 if you qualify for the higher loan amount.


Credit Scores Required for  A Kentucky USDA Loan Approval

Most applicants need at least 640  For the guaranteed home loan program, the "validated" credit score minimum is 640, if below that, most lenders will not do it, but in some cases 620 credit score will get it done if you have a verifiable rental history with no lates in the last 12 months, no bankruptcies or foreclosure in the last 3 years, and a debt to income ratio of 29 and 41% respectively with a stable 2 year work history and consistent income.

 Kentucky USDA Loan Income Limits for Kentucky Counties 



Kentucky USDA loan income limits vary by location and household size with a base income-limit for the entire state of Kentucky, 
The base USDA income limits are for most Kentucky counties below: 

New Income limits for most counties (*) in Kentucky are $91,900 for a 4 unit household and household families of five or more + can make up to $121,300.
Remember,  the entire  Jefferson County and Fayette County  Kentucky counties are not eligible for USDA loans. Along with parts of the following counties Daviess (Owensboro), Mccracken (Paducah), Madison County, (Richmond), Clark County (Winchester), Warren (Bowling Green), Hardin (Fort Knox and Radcliff), Bullitt(Hillview, Maryville, Zoneton, Fairdale, Brooks), Franklin, (Frankfort), Henderson (Henderson City Limits), Christian County (Hopkinsville, Fort Campbell), Boyd County (Ashland city limits) and the most Northern Parts of Boone, Kenton, Campbell Counties of Northern Kentucky (Covington, Florence, Richwood, Hebron, Ludlow, Fort Thomas, Bellevue, Ryle, Beechwood, )

Kentucky USDA loans have 1% upfront funding fee and a monthly mi premium of .35%, so it is very cheap when compared to FHA loans in Kentucky.

When will you get a decision about approval? 

Now that you know a little more about some of the qualifications associated with applying for a USDA rural development loan, you may be wondering about how long you can expect to wait before an approval decision. The journey to home-ownership can be summed up in three words: It's a process.
 Lots of factors are analyzed and documents examined (e.g. paystubs, tax returns, proof of assets, employment information, etc.). Since each individual or family's situation is different, approval time frames can vary. However, the average period is three weeks (this could be different for each state).

art of the reason for this is the multi-step aspect to authorization. In addition to your lender, the USDA also has to sign off on it before the decision becomes final, and prior to that, there needs to be an appraisal done on the property that you seek to buy.

There are a few things you can do, however, to speed up the process. For example, do your best to have all the information your lender asks for when they need it. This may include two years' worth of W-2 forms, tax returns, your credit report (or Social Security number so your lender can run a check) and a street address for your employer. You may also want to include the phone number of the business you work for as well.

Bankruptcy Guidelines for Getting a Kentucky USDA Rural Housing Loan After you filed Bankruptcy Chapter 7 and Chapter 13.










Bankruptcy Chapter 13

  • Repayment has been completed
  • If the repayment plan has not yet been completed or was completed within the most recent 12 months must meet the credit exception criteria below. 
  1. The circumstances that caused the credit problems were temporary in nature, beyond the applicant's control, and the circumstances have been removed and resolved for the 12 months prior to application. Examples include a temporary loss of job, delay or reduction in benefits, illness, or dispute over payment for defective goods or services.
  2. The loan will significantly reduce the applicant's housing expenses, which will result in improved debt repayment ability. A significant reduction in housing expenses would be 50 percent or more.

Bankruptcy Chapter 7



  • 3 years from discharged date
  • Less than 3 years but not less than 12 months may be acceptable if the applicant meets the credit exception criteria below. 
  1. Kentucky Rural Development Home Mortgage Loans Guidelines for 2018 Updated









Terms/Product

  Fixed: 30 Yr. only

Underwriting 

  All loans are run through GUS (Guaranteed Underwriting System). Must be
located in an eligible location http://eligibility.sc.egov.usda.gov/eligibility/
Accept/Eligible and

 Manual underwriting allowed on an exception basis. Technically a manual
underwrite is considered an exception.

 USDA files cannot have multiple exceptions when a file has to receive a
manual underwrite.

 All USDA files will need 2 months bank statements regardless if funds are
needed or not needed for closing.

Credit Score

  600 - Lower of 2 or Middle of 3 repositories. (580-599 exception only)
 640 and below credit scores require a manual underwrite. (GUS will not
approve 640 and below)

Down Payment

 No minimum down payment required- but asset verification is still required

Seller Assist


 Maximum 6% of sales price

DAP Assistance

 Borrowers who choose to make a down payment may use a Government or
Municipal Down Payment Assistance Program (DAP).

Subordinate Financing

  Not Permitted.

Reserves 

 N/A No Reserves

Mortgage/Rent History

 If Credit score is > 640 then follow GUS Findings. If Credit Score is < 640 need
verification of rent (cancelled checks or 3rd party Institution)

Occupancy 

 Owner Occupied Primary residence only.

Debt to Income Ratio

  Must maintain Gus Accept Findings – typically maximum 43% DTI, Credit score
less than 640 – DTI must not exceed 29/41

Bankruptcy

  Minimum 2 Years discharged if a result of extenuating circumstances. Minimum 3
Years discharged if a result of financial mismanagement. Multiple Bankruptcies
are not permitted.

Foreclosure

  Minimum 3 Years completed. Delinquencies since Foreclosure discharge will be
scrutinized and may result in an ineligible loan.

Property Types

  Single Family Attached and Detached, Condo, PUD

Condominium 

 Condominium must be currently approved by HUD (FHA).

Mortgage Insurance

  1.00% Up front guarantee Fee as of 10/1/15, .35% Annual Fee

Cash out 

 Not applicable. Program is available on Purchases/ Rate and Term only.


Appraisal

  Full Appraisal is required. Appraisals must be ordered via Mortgage Machine or
approved AMC. Appraisal must meet HUD standards

Escrows

  Escrow of Tax, Insurance and MIP are required on all loans.

Property Flips 

 Flip transactions are eligible

Borrower may own additional property however the other property must be
deemed inadequate (increased family size, family needs, and safety hazards) or
other property must be more than 50 miles away from the subject



Must be an Arm’s Length transaction. Must prove the loan is not a bail out if a Non
Arm’s length transaction
